Aquifer Conservancy Program
The Aquifer Conservancy Program (ACP) is a voluntary conservation program that provides annual payments to eligible landowners who agree not to sell, lease, or permit the non-exempt production of groundwater from enrolled acreage for a selected contract term. The program is designed to support long-term groundwater conservation while protecting private property rights and keeping groundwater resources locally managed. Landowners maintain the ownership of their land and groundwater rights at all times, and retain the ability to use and potentially drill exempt domestic and livestock wells on enrolled properties.
